My take on 2G
What I find is we have crisis of leadership. If you start the serious probe too deep, like Adarsh Society and CWG case, almost every current leader and past leaders who held the positions to dispense favours, willl find places of honour in the list. The money trail will lead to homes of the backstage truly powerful leaders, who put up the puppet show of the so called Central/State Cabinets.
Then we find that even the Supreme Court heads will find place on the honours list. CBI too having been only an extended arm of the PM, will find itself in compromised position.
Over a period of time CAG was marginalised, and no one thought it was important to closely guard and control its functioning. In general perception management made them look like a negative force for dynamic executive style functioning for development.
Actually that seemed to have allowed to work quietly and a person like Ms Rekha Gupta rose to important Dy CAG position. Such a courageous person normally the system tries to filter out at middle level. I did deal with her in my service and truly an outstanding officer.
Now the government will put in position the necessary mechanisms to closely monitor CAG functioning. TIll now CAG was being chosen by the government. Now Dy CAG and other critical positions will also be sought to be controlled, by suitable means.
So we have a scene where the government will become headless if we seriously take corruption as an issue.
The net result is NOTHING will happen after all this hype. More probes, more committees , may be a JPC, a Judicial commission etc etc will take the heat off and business confidence will be restored. After all SENSEX has to be maintained.
You will gradually see the coverage in media will die out in another 2 weeks.
Remember BOFORS. Nothing happened.
The common man who sweats out his daily routine is just happy to get a job and eat his roti. These big issues are beyond his comprehension.
A few intellectuals who are not in the line of power fret and fume and the media show gives vent to them and now we have our email fury going around.
Actually corruption is a smooth pleasant process naturally evolved for those in power to dispense favours and those business men who want to make more money, to interact comfortably and with confidence, saving time in government processing. Mind you the ethics of trust and keeping to promises even without written agreements, is so strong in this process.
Within the group of elite, this ethical and trust based practice of corruption, is part of the governance show put up to public, and the governed , so long as he gets his roti and shelter is really not bothered, because this process is creating jobs. This elite sometimes suffers pin pricks of the archaic law based on middle class morality. Occasional pin prick only adds to the excitement of playing the game expertly.
