If one state can produce Rs 3000 cr black money, that is what is fueling the black money economy. Political processes and the current process of governance when replaced by the outsourcing model, then the middle men and brokers need vanishes. The number of idle power peddlers will drastically vanish.

The operator loves to maximise his profit, and so will assure there is no leakage of revenues. Service quality is measurable and reviewed transparently quarterly through electronic means and so citizens will have direct view of their governance results.

I kind of divisions in the society for the sake of votes, will vanish. The broadbased partyless voting for selecting the Governor and President, the people themselves electronically voting through their handheld cell phones or computer centers on legislative and taxation issues, eliminates the bribing need. Such wide spread of stakeholders, having a say, makes it difficult to play for vested interests.

Anyway this needs more application of mind. I was thinking of just one page constitution for assuring human rights /fundamental rights.Articles of association for the out sourcing of governance can form an annexure. This can replace the voluminous constitution we have.

Beyond that all other issues can be relegated to status of laws and regulations.

The policing as we do today is practically useless. I refused to allow GRP in Konkan Railway. We formed our own self defence teams and groups well trained in martial arts including myself. We used to handle the criminal on site at stations and in carriages. There were instances initially, we broke the limbs of the criminals in self-defence and then handed over for further harassment at the hands of state police. After two such incidents, we never had problems.The figures for Konkan Railway show vastly improved law and order statistics as compared with rest of Indian Railways. Even MPs committees on inspection called " Ram Rajya" jokingly, when they saw our performance.!

If we have will we can redefine the entire system. it is possible. On a small scale within my small world I did try.

Governance will not have corruption if we are transparent and remove fear and distrust amongst the governed.

Even gangman could have direct access to the MD and his leave or salary are sanctioned on line as he applies and an audit trail was available. The process is readable by any one in the network. Too much literacy is not needed. This process can be built in to touch screens.

We are not applying our minds and technology. We can change our lives for better. We must get over the state borders, regional love affairs, but just care for humans and their well being. This can happen only if we eliminate the distorting politicians who make their living in the name of representing the people's wishes.

If a bureaucrat has to act visibly with every saying and noting visible to all, what state secret gets compromised?

How national security gets affected?

We are fooling public. But we have more self-centered , corrupt people wielding power and they protect each other and will not allow the present system to change.
